Unable to resolve reference 'Vuforia.UnityExtensions' getting this error?

Question

I tried everything to solve this problem even reinstalling but the tech XR is not working I even need a new dev key for the TechXR cube.

error CSOI 03: The name 'VersionControlSettingS does not exist in the current.

Assembly 'Assets/TechXR/Plugins/EditorScripts.dll' will not be loaded due to errors:
Unable to resolve reference 'Vuforia.UnityExtensions'. Is the assembly missing or incompatible with the current platform?

• Delete TechXR folder, help>reset packages to default. 
• Install Vuforia 8.5.9 from the package manager. 
• Import SDK You will get the SDK in week 4.
  How to reset package to default in unity
• Create a new Unity project.
• Open the Package Manager window.
• Download any Package.
• Select the Help > Reset Packages to Defaults option.
• Close the confirmation window by clicking the X button.
